Can I lift layers of color out of my hair?

I dyed my hair a lot last year...I got a bad highlight job and dyed it black/brown a few days later. And Later on I dyed it burgundy and later after that, I tried to lighten it with like a pecan color and it dyed my roots and the rest stayed black...Now I wanna lift all that color and I want to dye it something else...lol How do I go about doing that?
