What is the answer to problem families?

In light of the family involved in the torment of Fiona Pilkington and her daughter, what should happen. Is it wrong that them and families like them expect to be supported by the tax payer and seemingly protected by the police and yet allowed to continue in their anti social behaviour blighting the lives of those unfortunate to have to live near them. If only our MP's had to live in their midst!
