Can I setup a website with IIS and be able to see that website outside of the LAN?

You will need to set your router to forward incoming requests on port 80 to your web server. You will also need a domain name if you don't already have one, and if you are on a residential account, check whether your ISP's terms of service allow you to run a public server.
