Water can both enter and leave the bag, but its net movement is into the bag because inside of the bag is hypertonic (greater concentration of solute, lower concentration of water). The membrane is semipermeable and does not allow the glucose and starch to cross, but water can cross. Since the concentration of water is greater on the outside than inside, the net movement of water will be to its area of lower concentration, which is inside the bag.
