Freeze Panes wont work in excel 2007 for Mac?

I highlight the appropriate cell where i want to freeze the panes and when i go to the "Window" menu the "Freeze Panes" selection is in light grey (It wont let me choose it) ... I can split the sheet but i would rather freeze the frames. Anyone maybe know what I'm doing wrong?
