Does a high margin of error or confidence interval mean that the statistical claim is generally unreliable?

Using made up statistics, if a study showed that 50,000 people were killed by carbon monoxide in Cambodia is 1997 with a confidence interval of .95 and a margin of error of +/- 45,000 should this study be treated as generally unreliable? And please tell me why. I think I know the answer but I don't know how to explain why.
